			<description>Following France&apos;s recent ratification of the Lisbon Treaty, billed as a measured response to the 2005 rejection of the proposed European Constitution by French and Dutch voters, pundits are again speculating about the prospects of a more unified Europe. The Treaty, if ratified by all 27 member states, would accomplish many of the doomed Constitution&apos;s objectives, such as extending the Council President&apos;s term and consolidating the European Union&apos;s (EU) two top foreign policy posts into a single position.</description>
